Farwill Kigali 10.0: From Lawmaking to Impact

From the bustling energy of Lagos to the serene, rolling “Land of a Thousand Hills,” the Farwill Kigali 10.0 retreat served as a masterclass in governance and African excellence. Centered on the theme “From Lawmaking to Impact: Effective Legislative Processes at the Local Government Level,” our delegates spent the week exploring how policy translates into tangible progress. The journey began on January 29th as we departed the New Terminal in Lagos, arriving in Kigali to a warm welcome and a strategic coordination dinner at Greenland by Link that set the tone for the transformative days ahead.

Our immersion into the mechanics of governance started with a high-level courtesy visit to the Nigeria High Commission in Rwanda, where delegates engaged in vital discussions regarding diplomatic ties and national representation. This professional foundation was perfectly balanced by an evening of cultural soul at the Gakondo Concert, where the traditional rhythms of Rwanda reminded us that effective lawmaking must always be rooted in a deep respect for heritage.

The middle of the week shifted toward the gravity of history and the spirit of community. A somber visit to the Kigali Genocide Memorial offered a profound lesson on how legislative frameworks designed for reconciliation can rebuild a nation’s fabric from the ground up. We then transitioned to the northern region of Musanze, where we observed local government impact in action at the Red Rocks Cultural Village. Between community-led cultural sessions and a scenic brunch on Mount Kigali, delegates saw firsthand how local regulations can foster a thriving ecotourism economy and sustainable community growth.

The climax of the retreat brought us to the very heart of Local Government Governance with a dedicated session at the LG Parliament. Observing its legislative process offered a clear blueprint for our delegates to bring back to their respective local governments in Nigeria. The program concluded with a rigorous Demo Budget Presentation and a formal certification ceremony, marking the transition from theoretical learning to actionable impact. As we touched down back in Lagos on February 4th, we returned not just with memories, but with a renewed commitment to excellence in public service.
